Example - Leningrad is captured by Germany, and in the NCM phase of the same turn, 2 german bombers with 2 regular infantry in Paris, fly to spain and activate two of it’s territories for the axis.
A Pro-Neutral CAN be activated by infantry in this way. The way the rules are written currently, it specifies only land units can activate them. Infantry are land units whether they walk in, fly in, or boat in. The rule simply prevents aircraft alone from activating.
Bombers DO NOT have to end in the same zone as the unloaded unit, but MUST begin the turn in the same zone as the unit and start from an AIRBASE. They would indeed “drop and leave” using normal NCM movement rules. Also, the bomber can not have participated in any other activity that turn per the Bomber Rules.
