Last time I tried 2 subs and a fighter on Z2 I lost everything, and made myself an easy kill for JWW. 
2 subs remaining probably allows Z5 fleet to survive an extra turn without even buying a boat
But I gotta be happy I got a hit or two most everywhere else.
