there’s not a general concensus. Many opinions vary on USA income and Russia.
As i mentioned in another topic, I would make a list of all the setup changes from OOB to Alpha +.2 for the Europe 1940 game.
I will appreciate if you mention any mistakes I’ve made :)

Archangel is controlled by the Soviet Union, and there are no units belonging to any other Allied powers present in any territories originally controlled by the Soviet Union. Theme: National prestige and access to Allied lend lease material.
3. Collect 10 IPCs, once, for Soviet capture of Berlin (Germany). Theme: National prestige.
United Kingdom
When the United Kingdom is at War with Germany/Italy
1. Collect 5 IPCs per turn if there are no German submarines on the Europe map with the following exceptions: The Baltic Sea (113 -114 -115). The Black Sea (100) and of course the Caspian Sea. Theme: Being an island nation the UK gains a strategic advantage with low German submarine activities directed against its merchant fleet.
2. Collect 5 IPCs per turn if the United Kingdom controls all of its original territories in North America, Africa, and Europe. Theme: Maintenance of the empire considered vital national objective.
Italy
When Italy is at War
1. Collect 5 IPCs per turn if Axis powers control 3 of these 4 territories: Egypt, Southern France, Greece, Gibraltar. Theme: Stated national objectives – Greater Roman empire.
2. Collect 5 IPCs per turn if there are no Allied surface warships in the Mediterranean Sea (sea zones 92 through 99). Theme: Propaganda and strategic advantage.

This is a even worst turn order than in Global Alpha. It was enough bad in that game, but at least it has the virtue of preventing can openers against Japan. In E40, simply is unnecesary and pretty annoying: it doesn’t mean the all Axis-all Allies that someone want (I not) and yet it makes long delays for PBEM game. This single reason, the turn order, is enough to me to say that I’m not going to play the alpha series in all my life (the useless french turn is the bigger pain for PBEM games) why don’t let play USA+France togheter as it was good in OOB? On the other side, 3 consecutive big powers are more that I can play in a lone row, even 1 to 1 face to face
OOB was way superior in this particular issue: one big power + 1 or 2 minor powers consecutive … it cannot be another way, and to prevent can openers (not really needed because ANZAC before USA meant coordination issues that balanced the can opener), just the turn order for G40 should be:
1 Germany
2 USSR
3 Japan
4 UK
5 China
6 Italy
7 USA
8 ANZAC
9 France

Simple is always better and the simplest way to make the game balanced is to follow the alpha 2 set up changes to Germany and Japan and ignore the other crap. Or, just find your own way to make Germany stronger and Japan weaker. I am a hardcore Axis and Allies fan/player and i can’t even keep up with the freaking changes to the game.

Actually, I think that the minor IC for East Germany is good, but I agree that Japan has too much planes. Also, I miss old days when one bought things and the things were complete

Hi Guys,
I see in the changes listed above that the USSR gets +9 IPC. I have reviewed the alpha+2 rules, as posted by Larry, and I haven’t been able to see that anywhere. I presume it is my mistake.
Is it a one of +9IPC in the begining of the game, or are some territories just worth more, or might it be a mistake in this post?
The rules posted by Larry are for the Global game only. What’s posted here is the “best guess” of what the rules for Europe will look like based on those changes. It is unofficial at this point.
