i could try to get more chips but even then the stuff already set up is smashed onto the board, the easier thing to do would be to just scale some the setup down. like for the USSR they start out with like 30 subs on the board that’s crazy! :-o

ADDITIONAL OIL RULES
This is an optional rule
Oil Rules: For Every Oil Derrick you own roll 1d6. 1,2, and 3 get +1 IPC. 4,5, and 6 you get +2. Oil Derricks can be bombed, max 6. Over 3 Damage the Derrick does not produce IPCs.
Oil Derricks on map:
Central US, Alaska, Central Persia, Iraq, Sauda Arabia, Caucusus, Alberta, Yakut, Siberia, Romania, Egypt, Venezuela, Boreo, Sumatra, and Java.
Optional Win:
If you own all Oil derricks for 2 rounds, you win. -

ive played his '46 game, and its fun but pretty unbalanced if you ask me. the USSR can become unstoppable in two to three turns.
