Apologies for that. It was not my intention to play “chicken” with the Russian capital by creating a game ending event on turn 3. Really silly oversight on my part.

I think this was/is a popular house rule. I don’t know any of the core series where this is part of the rule set. If you do find this in a manual though, do let me know. I really like all the little differences between the games.
