    Best defense OOL for at least rounds 1 and 2.

    If the dice is fair dice (close to Low Luck) for both sides, than continue to stick with OOL through round 2 at least. Towards the end, if it Japan looks like Japan is doing pretty well, and doens’t have to take a lot of plane hits to keep 2 tipped carriers than select for that. Of course I’ll trust and accept your judgement on this.

    Desired End State is that Japan has a semblanc of a Navy left. I know ANZAC has a shot at the end, but that’s close to 50/50.
