Chaos in the Balkans:
Hungary and Romania are at war, Germany has annexed Austria, Yugoslavia suffered an unfortunate die role and has been forced to disintegrate into a Pro-Fascist Croatian state and a smaller Serbia. Italy managed to seize Albania without loss, and Czechoslovakia is reinforcing its border with the Nazis.
The UK has pledged to declare war on any power invading Greece.

Swedish Disaster:
The Swedes attempted to peacefully take over Norway to prevent any major nations from entering Scandinavia, but the plan backfired. Not only did another unfortunate die role cause the Norwegians to resist, but the German and British players were offended by the assault, and Germany turned a blind eye to a British force that liberated the Norwegians and devastated Sweden’s hopes of a powerful, neutral, United Scandinavian state.

Spain in Flames:
The civil war rages on in Spain, just as a deadly naval encounter ended in mutual annihilation for the Nationalists and Republicans. The free world does not want a Fascist Spain, and the U.S. Player has sent generous air aid to the Republicans. With Franco’s Army of Africa having headed for the mainland, I, as France, took advantage and seized their Moroccan colony. Unfortunately, I earned a -1 diplomacy points for this “aggressive” act.

This is a new innovative game that allows players to start the war in 1939 and includes many new nations.
Neutrals are in play as well as national victory conditions allowing individual nations to not be tied alone to a team concept. Germany/Italy can win, while Japan can lose or vice versa. The Allies win as a team but compete for 1st, 2nd, and 3rd
France, Canada, ANZAC,Dutch, Minor Axis Allies, and countless neutrals are all involved
Map file is 6 x 3 feet
Rules are based on AA50, with about 7 pages of new rules that supersede them in those cases.
Technology is optional and their are no “NO’s” New units are involved if you play with the optional rules.
What you will need to play:
2 copies of AA42
1 Copy of AAP40 ( 2 is better)Paint for: Italians ( Paint to AA50 color),France ( light blue), Neutrals ( white), Minor Axis Allies ( light Grey)
Dark Blue for Free French ( 2 pieces only)need half-tracks ( for mech infantry) for Germany, Italy, France, and Minor axis allies

Chelyabinsk, Sverdlovsk, and Ninzhy Tagil were so productive that they were pumping out thousands of tanks a month throghout the war. I think that Chelyabinsk’s ipc value should be increased to reflect the value of that region. I also think there should be a tankograd national advantage where you place a fre tank on Chelyabinsk every turn.
I would give Switzerland, Eire, and Portugal an ipc value of 1.

I have different rules for Factories. AS long as it has a printed value and is not a small island you can build a minor factory and it builds 3 units no matter what. If you capture a factory its reduced to output equal to the IPC value of territory, which is often much less.
A major must be located/built in an original territory you control, allowing you to build 10 units regardless of IPC value. You can build one in any original territory.

I know this, Chelyabinsk will have a minor, Ural will have a major in 42 and minor in 39, Other locations will be addressed. Their are no shortcuts on the way to Moscow from any direction 5-6 spaces in any case. Neutrals won’t be invaded for short cuts.
Switzerland based on Harrison would have 2 IPC, but they wont be invadable along with Sahara, Afghanistan and Himalayan.

Not based on the conversion of Harrison’s numbers. UK for 1939 cant be over 23.
Also Oil centers are also represented. If they are enemy occupied the controlling player has some penalty similar to original AAE.
Axis will definatly need to take and hold at least one of them or cost of air and naval goes up. On land Germany will have penalty ( tanks only move 1) if Romania goes to allies, unless they control another source.
Also, if Germany get Soviet oil and hold it for a turn, they get a Income bonus like NA’s, but no NA’s in this game.
Technology will be standard rules.

Not enough space to carve out “Bavaria” and also accommodate the pieces that will be built. Crowded spaces are not desired if they interfere with the game. Also Slovakia is a German territory and with Prussia we have 3 German territories.

Italy would prove indefensible with more than one territory. Southern Italy was considered, but what happens is it is actually weaker because the allies just invade the half thats less protected. Now as it stands they will invade Sicily and move up the boot as they did historically… which was my intention.

Poland is two spaces and only because the Soviets occupy the eastern half as they did historically.

I made an alteration yesterday that makes Benelux territory adjacent to Denmark. This was done to remove the concept that Germany may be invaded from the north sea, which was impossible. I they really want to invade like this they must hit Denmark or Benelux first, but not Germany directly. Baltic will be closed to allies unless they control both Denmark and Norway at start of turn.

I thought about you when i was making the roundels. I knew it would be something you like. And it will appeal to the Canada peeps who cry about under representation. Even Vichy territories are outlined.
I welcome all commentary on what rules should be included, but this is a KISS project.
One thing is the stated IPC for USA will be about 35-40 IPC but they must be at a total value of 65 IPC… the difference will be accounted by lend lease and income that can be interdicted and sunk by axis. How to bring this about is the question, what modeling do you propose to account for this system. This game will not permit allied troops landing in Russia. That is ridiculous beyond comprehension. That is what the Lend Lease rules will attempt to solve and eliminate this concept and give the Soviets some teeth to fight.
second problem is this:
VC will consist of capitals worth 5 points and strategic cities worth 1 point
6 major cities as capitals, and 24 strategic cities… need list of 24 based on the map file.
on list: current VC for AA50 and…
Kursk, Rostov, Baku, Kiev, Oslo, Mosul, etc…

First of all let me say, you did a great job on the map and your work is greatly appreciated. I will give you some critique since you asked.
I am not a fan on the Australian roundel , it was post 1945 and since you made all the axis minors having prewar roundels I am surprised you did this. I am working on roundels that are more like they used. I know it is your design and I appreciate your work.
Are you going to add Polish roundels and some others.

No Polish roundels…. sadly because its a gimme that they are gone on G1.
The roundels are printed so they are viable for both scenarios ( 39 and 42). Poland does not make the cut, but i guess i can add them in.
The roundel for Australians was the ANZAC for air force. What roundel should be used?
I like the fact that its alot like Canada’s roundel, so its easy to connect it as a crown colony for UK.

Regarding Victory Conditions:
6 major capitals and 42 strategic Cities are represented. Major counts as 5 points, Strategic City each worth 1 point
Axis requirements:
Germany and Italy need 24 points and one Capital to win. They have to control the 24 points for a complete turn to win. Germany and Italy have combined VC.
Japan needs 18 points in any manner. Also complete turn.
Allied requirements:
Soviet Union must take Berlin and a total of 24 points to win. in 1939 they start with 15 points, so Berlin and 4 others
UK needs to take Rome and 24 Points to win. They also need have either them or USA controlling Paris. They start with 15 points in 1939.
USA needs Tokyo and 24 Points to win. They start with 6 in 1939. Note that USA has stated income of 40, but another 20-25 will represent Lend Lease that must go to UK and SU ( no soviets and western allies in same territory)
Note on the map Germany is properly represented and Japan has corrected economic capabilities. Not alot of money for Japan in Asia. This was deliberate to force them to control the Pacific and not bogus impossible tank drives to Moscow. Of course they can still take a long drive to Moscow, only it will no longer be rewarded at Russia’s expense. The Soviets have a real decent distribution of income based on what they were capable of and the eastern territories are void of IPC.
China is also bare because they were not worth much to japan, but have 4 IPC. They will build infantry like in AA50, except the 4 printed IPC can buy non-infantry types.
Japan has no reason to drive into China either. But of course they can for ‘fun’
The essential idea is to grab the various cities mostly located on historical battles and hold. USA must play a balanced game to deny either axis player a victory. If they play one side and do nothing for the other, it may result in defeat. USA will be much more interesting because it will be about 60-65 IPC. Soviets will be stronger too and will be buying many types of units. Also, the lend lease purchases for UK and Soviets must be non- infantry…. this will be great because the Soviets can buy more than infantry and have a vibrant and dynamic military force.
The bottom line is the numbers are really like AA50… UK lost some IPC to Russia and Japan lost some of its potential growth to Germany. The modeling for Japan has always created a bogus situation where Japan is always larger economically that Germany/ Italy and this is impossible. The starting and potential of these axis has been reconfigured to make more sence.
Russia is stronger as well as USA. UK has the ANZAC and Canadians to help them.
France will be pretty easy to take out, but not too easy.

A couple things I don’t know if you added Polish roundels to the final copy but they be top notch. I don’t really like combined arms I just wish you would give Germany SS units. This would also replace the advanced mech infantry. But good over all.
