If you really want to alter game-mechanics, in other words create a mod, you have to alter the XML-File in the map-folder.

To do this open it with a program, I prefer Notepad++ (free download), and change what you want.

The XML of map PactofSteel2 has almost every game-possibility explained, so is like a modding-guide.

I have never played tournament rules either but in OOB rules his suggestion would be very imbalanced. Dont really know what neutral Italy means, can he still buy and move internally, just not attack or is he siting our completly in round 1? A bid of 20 that can be placed anywhere is also alot as ColonelCarter stats with perfect examples.

Italy would not be able to attack.  I think just that.

Cargo should load real unit not money.

Raiding Convoy Zones is a special kind of attack. It affects the income of your enemies in the same way as taking control of their territory. To raid an enemy convoy, simply move one or more sea units, other than transports or carriers, into an enemy Convoy Zone. The production points listed on the convoy zone are deducted from the applicable powers’ income. If you choose to move your units out of an enemy convoy zone, the convoy is no longer affected and income is no longer reduced. At least one unit must remain in the zone to continue raiding the convoy. Note that the production value of each convoy zone is included in the total production income of the applicable power.

@ ghr - it says “at end of turn 1”, it doesn’t say anything about “after” turn 1. There is a big difference between “end” and “after”. Therefore it’s allowed because it doesn’t say it’s not allowed.

However, if you find out anything different please let me know ASAP!

We are playing another game tomorrow with the official rules 7.1 rules and new Baltic States change, the new Turkey change (which has never happened in 15 games), and the new Spain change. I sense it’s going to help Russia and the Allies very much. We have never once taken Stalingrad with the new rules (in 5 games) so now Spain probably won’t get in the game which is huge around turn 7, 8, or 9 when it usually happens.

We are going to play Japan differently to see if that can change the game against Russia/India. I’m going to wait until after turn 3 to use the sneak attack (which will probably be disastrous for Japan). Then again, if they play Allies differently than normal I might have to use the sneak attack early.

Japan/UK usually try to set it up so they both tempted to attack each other so Japan can keep the US out of the war longer or the UK can try to get the US in it quicker. If not in the war yet - turn 2 India gets nearly 35 IPC (with bonus and DEI and turn 3 UK gets about 40 IPC.

Germany always takes the Baltic States on turn 1 in our games. Russia can’t take it back until at war.

I will look at this.  But it seems that the Axis will need help in 7.1v….lol

Countries IPC taken is added to the die rolls. When Russia takes a territory it should be kept up with on an IPC tracker.

This should be in 7.2. The rules don’t give all this information that is needed. No way people would know unless this read this.

Thank you both. I understood the reasoning, different strategies and so forth, I was just asking about the procedure itself. I was confused as to : round 1 add 1 partisan, round 2 add 1 partisan, round 3 the 2 partisans form up to make 1 inf. or round 1 add 1, round 2 add another and then they form up right away.

Also, does Germany still collect income from finland and hungary when Germany activates them?  The rules seem unclear on those countries, but they clearly state that germany collects from romania and bulgaria.

All Axis minor countries collect their own IPC’s for themselves. When activated by Germany, German IPC’s increase per the counrties IPC value on the map. The Axis minor still collects IPC’s for their own army. Romania and Bulgaria are different in that they collect an increased IPC amount and Germany only gets the IPC amount on the map.

It’s practically an incentive NOT to attack Poland.  If ONLY they had more money!
