During WWII, when small nations were conquered, military personnel, and civil servants would flee the country, set up a government in exile, and continue the fight. Based on this, here is my proposal for nations who have lost their capital (like France), but may continue to collect income, build limited units, to continue the fight!

Let me know what you think, if it can be simplified, or tweaked in any way.

GOVERNMENT IN EXILE
Once a Nation has lost its Capital, the conquering Power still collects that Nation’s current IPCs. Their Government goes into Exile in a designated Ally’s Capital, known as a “Host”.

On the conquered nation’s next turn, they begin their turn with no IPCs, but may collect income for any original territories they still control on their Collect Income Phase.

However, if the Host’s Capital is captured as well, they lose their IPCs for a second time, and may not continue to collect IPCs until their own Capital is liberated.

LIMITED PRODUCTION
Governments in Exile may not produce the full range of Units during their Purchase units phase. They may build Infantry in any original territories (equal to that territory’s IPC value), even if they liberated it on that turn (just like China), at any Industrial Complex still in their possession, or at a Host’s Industrial Complex.

A GiE can also purchase the following units, which must be placed at any Industrial Complex still in their control, or at a Host’s Industrial Complex: Artillery, Fighters, Transports, Destroyers.

HOST PAIRINGS
When a nation goes into exile, they set up their government in the following Capitals. Note that Russia, China, and Japan may not set up a Government in Exile.

Germany: Rome
Russia: No Host. May only build Infantry when in Exile.
Japanese: No Host. May only build Infantry when in Exile.
USA: San Francisco
China: NA
UK: Ottawa
FEC: Sydney
Italy: Berlin
ANZAC: Calcutta or San Francisco
France: London

EXAMPLE
When France is captured on G1, Germany takes France’s IPCs, and the French set up a Government in Exile in London . On F1, they make any Combat/Non-Combat movements, and Collect Income for any French territories that they still posses.

Assuming that on the F1 Collect Income Phase, France has lost mainland France, Tunisia, and French Indochina, they would collect 7 IPCs. On F2, they could buy 1 Infantry, and 1 Artillery. On the F2 place units phase, the Infantry may be placed in Syria, but the Artillery must be placed in a UK Europe IC.

If Germany conducts Sealion, and takes London, France looses their IPCs once again, and may not collect income until Paris is liberated. UK’s Government goes into Exile in Ottawa, and continues the war effort.

After Paris falls, and France surrenders, Does Vichy France continue to collect, and build? Or do they become a static, “neutral” nation? I don’t see this specific issue covered in either version of the rule book, on the forums, or other websites like BGG.

It seems reasonable that they could continue to collect, and prosecute a war against the Free French, though historically, they were forbidden from building up their armed forces by Germany.

Here’s my suggested setup for Dutch, Belgian, and Luxembourgish (Benelux) units. I decided to make the three countries into one power, since their capitals are in the same territory (Holland Belgium). This setup is based on the historic order of battle for Benelux troops after the German invasion, as well an attempt to not unbalance the game too much.

Benelux begins the game in control of all Dutch territories, as well as Belgian Congo (subtract 1 IPC from UK Europe). They move after France’s turn. Benelux acts as a conquered nation (like France after G1), and thus it does not collect income. Allied nations can liberate Benelux territories, and collect their income. Should the Allies liberate Holland Belgium, Benelux may collect income as a normal nation. Benelux has no National Objectives.

Historical Board Gaming has orange pieces that can be used, as well as roundels. The only pieces they’re missing are submarines, and AAA guns. Both of which can be purchased in white, and then painted orange.

UPDATE!
After testing it out, I’ve made some minor adjustments, including additional Axis units to offset the disparity of allied units.

I would like to see a mechanism like this in the game as well, either pre-set agreements at the start of the game, potential agreements that can be triggered by certain conditions, or players coming up with their own agreements based on lend/lease, territorial promises, trading resources, non-aggression treaties, declarations of war, etc.

It seems that the “Diplomacy” expansion set helps facilitate, but not nearly on the level you’re thinking.

Although it’s more time consuming, I’ve been using acrylic paints because they’re cheaper. Here’s what I’ve been able to match so far:

I’m having trouble matching Celery Green (Revised UK), and the Classic Japan/HBG Yellow Gold. Anyone find something that works with them?

Sorry for not getting back to you sooner, but it’s been a crazy year.

I know that there is evidence of Dutch transports, and I’m not refuting that. I’m simply stating that the addition of a transport makes the new Dutch units too powerful on the game board, and grossly unbalances the game in favor of the Allies, which is a bad thing.

My solution, after play testing, is to give the Axis some units to balance it out, and I’ve edited my original post to reflect this.

I like the general idea though of course it would have to be carefully balanced. As for the units, I’m not much in favor of the tank in Scotland, for realism’s sake. The Dutch had one small tank at home. The Belgians did have a significant number of tanks but evacuating them to the UK was evidently impossible. Having two Benelux infantry units there is already more than enough compared to the French who were far more numerous.
Dutch New Guinea might have an infantry unit, though. Dutch resistance continued throughout the war there, and the Japanese never completely conquered that territory.

I can’t find it now, but in my research, I came across a Dutch tank unit raised in England after the fall of the Netherlands. For balance’s sake, maybe it should be 1 Artillery to represent Luxembourg’s limited contribution to the allied war effort. And maybe it should be only one infantry in England for both balance, and scale.

I couldn’t find any Dutch 1940 Order of Battle for Dutch New Guinea. I only found references to DNG being reinforced after Japan declared war. This is the best historical argument for a Dutch transport in the Pacific, though I still feel it should be up to ANZAC to ferry Dutch units around for balance’s sake, which is empirically more important than historical accuracy.

Another reason I don’t stress accuracy, is that it’s a slippery slope that eventually leads to completely revamping the game; not just the setup, but the map, and game mechanics as well. I would certainly like to do this for my own amusement, but it’s hard enough to get a game of Global going. I don’t want to compound that problem by creating an even more complicated game with 40-something countries, resources, trade agreements, diplomatic agreements, governments in exile, technology, a dozen new units, prison camps, espionage, sabotage, food rationing on the home front, and the Bretton Woods Conference.

Though I would totally play that game.

From my understanding of Luxembourg war effort against the Wehrmacht was the fact their nation did not have a military and only their capital city had some kind of defense and it was the cities police force that fought and surrendered (if I remember correctly) after a day of fighting. So as far as I know, no military campaign of any sort came from Luxembourg.

The Luxembourg government in exile did field a small artillery troop attached to the 1st Belgian Field Artillery Battery (specifically Troop C). They fought in Northern France, and Belgium.

I prefer to combine the UK economies, and make Canada/South Africa/ANZAC one power with three economies. Canada collects for the Americas, and Europe, South Africa collects for Africa, and the Middle East, and ANZAC collects for the rest of Asia, and Pacific islands. I feel like this breaks up UK enough that it doesn’t unbalance the game by combining UK economies, and brings Canada, and South Africa into the game as self ruling nations.

A question came up while playing this game regarding Russia’s National Advantage, the Non-Aggression Treaty between Japan and Russia. If Japan attacks Russia in multiple territories at once, do they get 4 additional infantry in only one territory, or does each territory that is attacked get 4 infantry? The rule is not entire clear about this. It could be read either way.

“The first time in the game that Japanese forces attack any red territory, you may place four infantry from your inventory in that territory for free before resolving combat. If you attack Japan before it attacks you, you lose this advantage.”

Map and charts for sale. Everything has been kept in great shape. Just want to see it go to a good home. Asking $250, and I’ll cover shipping.

Couldn’t find and accordion folders that were big enough. What I came up with are poster boxes. Picked one up at the UPS store. I can fit all the charts inside, it keeps them I good condition, and it stores well.

Does anyone have a good method for storing the charts that come with the game? The diplomacy chart, battle boards, the map overlays, etc? I’d like to keep them in good shape when I have them put away.

I’m currently building my Global War set, and I’m painting a lot of pieces to make pieces of a certain color that are not available. (i.e. Orange submarines). I’ve found good matches for most of the colors, but I’m having trouble with two sets in particular:
-Classic Japanese/HBG Yellow Gold
-Revised UK/HBG Celery Green

Has anyone found paints that are decent matches for these color pieces? Can be spray, or brush on paint. Don’t have to be perfect matches, just close enough that you can tell what nation the pieces belong to.

Perhaps I’ve overlooked this, but when you lend-lease to another country, can you only send units that are in the receiving country’s build chart? For example, could America lend-lease a tank to China, or would they have to wait until the unlikely event that China becomes a major power?

Does it apply to countries with advanced units? If Germany researches Advanced Artillery, could they send one to Italy if they haven’t researched it?
