OK, haven’t tried this but it might be a possibility
J1
- Buy 3 TRN, 1 ART, save 1 IPC
- Move SZ33 TRN to pick INF on Palau and back to SZ33. Move SZ6 TRNs (with 2 inf, 1 arm, 1 art) and fleet to SZ33
- Receive 32 IPC
- Move 1 ART from Manchuria to Korea
J2
- Buy 3 TRN, 1 INF, 2 ART
- MOve SZ33 fleet (minus 1 DD) to SZ54
- Move SZ6 TRN (with 4 inf, 2 art) to SZ33
By this turn ANZAC will have 5-8 INF (depending if he moved INF to New Guinea to get the NO and/or buying a 2nd submarine and/or moving the INF on NZ) and 4 FTRs. Worse case scenario, he has 8 inf and will add 3 more, for a total of 11.
Most likely ANZAC will pull back the DD to SZ54 to block the Japanese SZ33 transports
UK can move its planes to New Guinea or W. Australia but that will leave them open to destruction.J3
- Take Kwangtung and Phillipines with transports off J. Move bombers used on Phi to Palau.
And there are 3 options now:
a) Attack W. Australia or Dutch New Guinea to destroy UK planes. Take Queensland with 1 TRNs and land the units from the Carolines there during NCM.
b) Attack NSW (31 hit points, 4 BB and CA bombard against 38 hits). On average you should be able to take out nearly all of his infantry. Take Queensland with the 3 TRNs on SZ33.
c) Take Queensland, landing 8 inf, 3 art, 1 arm.J4
a) or c) Take NSW with 8 inf, 3 art, 1 arm, 3 ftrs, 3 tac, 2-4 bmbr against 14 inf + 4 ftrs.
b) Take NSW with 3 inf, 2 art, 1 arm, 3 ftrs, 3 tac, 2-4 bmbr against 3-4 inf and 4 ftrs.This does not take into account any US moves. The most likely would be for the US fleet to move to Hawaii on US2. This will require moving a J DD to SZ16 to block any invasion of Japan on US3 and keeping a large air force at the Carolines along with a DD to prevent any invasion attempt. On J4 Japan can pull back its navy to the Carolines to try force the US to withdrawal.
Oh, and against China and India Japan would be playing a delaying tactic until J4 when the transports from the Phillipines (and possibly Queensland) can be used against the DEI.

Maybe you take Sydney, but without a factory in Japanese/Chinese-terretories you will loose the war.
Till turn 4 the UK-Player kills too much Jap ground forces and masses of Chinese infantry secures the terretories.
Your next target after sydney should be Hawaii and you need to reienforce Honkong.

The next target should be to secure the New Guinea/Solomon/Britain NO and the DEI, while holding on to Carolines. You really don’t need Hawaii since you’re already getting the NO from Sidney.
EDIT: Just remembered that J needs 6 cities to win the game. It that case, yes, reinforce Hong Kong and take Hawaii. The last one might be difficult though…
