This document is for the game Axis and Allies: Global 1940. There are many house rules and a unique 1941 setup that has been playtested 14 times in the span of October and November. Here is the complete house rules and 1941 setup for every country in WW2
House Rules:
1.) No air units may travel to a territory that has a ground unit defending it
2.) Fleets can attack land units as if they were ground units (one hit, one die roll). (but they cannot occupy)
3.) All combat is now 3 dice rolls (1 for attacker, 2 for defender), where 3’s and 5’s are hits, and the defender only gets a hit on a 6
4.) Fighters must attack a number of targets equal to their number (ex. 5 fighter = 5 ground/air/naval units, 8 fighter= 8 targets) (This is to discourage players from hoarding fighters)
5.) The USSR starts with 6 armies (3 infantry, 2 armor, 1 mechanized)
6.) If there is a tie, the attacker loses. (this is to discourage players from taking over an opponent’s territory with 1 tank and committing suicide to win)
7.) The US player gets 1 battalion for every 2 units destroyed, 1 airbase for every 5 units destroyed, and 1 fleet for every 2 units destroyed
8.) The UK gets 1 fleet for every 2 units destroyed
9.) The Germany player gets 1 battalion for every 2 units destroyed, 1 airbase for every 5 units destroyed, and 1 fleet for every 2 units destroyed
10.) The Japan player gets 1 battalion for every 2 units destroyed, 1 airbase for every 5 units destroyed, and 1 fleet for every 2 units destroyed
11.) Every phase (except for phase 1) lasts for 7 days
12.) The US player can give up his defense to regain 1 defense regiment
13.) The UK player can give up his defense to regain 1 defense battalion
14.) The Germany player can give up his defense to regain 1 defense regiment
15.) The Japan player can give up his defense to regain 1 defense battalion

So is it based on the global 1940 board game? As I said, I am very confused with the existence of battalions, regiments, and the idea of the Soviet Union having twice as many ships as the Japanese.
