Yes, it should, but since the game has been obsoleted by a 2nd edition, it probably will not be. However, in cases like this where a rule is clarified in the 2nd edition which also exists in the 1st edition, it’s safe to apply the clarification retroactively to the 1st edition as well.

I’m interested in what the community has experienced in terms of outcomes for RU being aggressive or defensive in opening rounds.
Please factor in the bid of approximately 24 for Axis (starting with an additional 24 IP), all of which could be allocated to Germany as this obviously this influences the calculus.

With a bid of 24 for the axis I don’t see how the allies would ever stand a chance no mater what they do
In my opinion the allies are the ones who need a bid if anything -
I thought for Spring42’ 2nd edition, the bid goes to the allies? I’m confused here.
