    You can edit the Germans into Japan’s turn if you like.  I don’t see how Russia could have done anything differently even if they wanted to.

    So I’m assuming the TT in SZ97 has 2 German Inf in it?  if you are going to attack then just be sure to move that TT on Italy’s turn to SZ98 and then yoou can edit in the German units into Alexandria or Jordan when you are ready to attack.
