This house rule adapts the initial setup of the zombie version to 1941. Plus: You can now buy artillery, worth 4IPCs. And, the two new industrial complexes can place units following the normal 1941 rules.

I would try a5 for tac bomber

I like it too.
Fighter A4 D5 vs TcB A5 D4 would be like mirror.
One is better for defense the other for offense.
Also, it keeps StB superior with A6.
My personnal taste would keep D1 for StB.
StB will still remain OP and an issue with Dark Sky.

All this is really about what you are aiming at and what is considered an issue in OOB roster.
Cruiser is slightly buffed considering how it is currently underpowered.

A&A 1914 - Russian Civil War
At the end of the Mobilize New Units phase of any Russian turn starting in round 4, check to see if the conditions for the Bolshevik Revolution have been met. If the conditions are met, then the Bolshevik Revolution takes place immediately and Russia’s Collect Income phase is skipped. After the revolution is complete, Germany may begin their turn.

The Revolution Phase (Steps for setting up the Civil War):
1. All Russian and other Allied forces in Moscow, Karelia, and Kazakhstan are retreated by moving those units one space to any adjacent territory controlled or contested by Russia or a friendly power or onto any friendly transports in an adjacent sea zone. If some units cannot retreat in that manner, then they are removed from the game.
2. Retreat all Central Powers units and control markers from Moscow, Karelia, Tartarstan, and Kazakhstan in the same manner. If some units cannot retreat in that manner, then move them to their respective capitals.
3. Introduce the Soviet Power and assign a Central Powers player to take the responsibility of controlling this new power.
4. Place Soviet units on the board as follows: 3 infantry and 1 artillery in Moscow, 3 infantry and 1 artillery in Karelia, 2 infantry in Kazakhstan, and 1 cruiser in zone 12.
5. Place a Soviet control marker on Moscow, Karelia, and Kazakhstan. Place a Soviet control marker on the national production chart at 9 IPCs and then give 9 IPCs to the Soviets treasury.
6. Imperial Russia keeps any leftover IPCs in its treasury.

The Russian Civil War:
-It is a proxy conflict between the Red/Bolshevik (Soviet) forces supported by the Central Powers and the White/Nationalistic (Imperial) forces supported by the Allies.
-The Civil War begins immediately after the Revolution.
-The goal of Russia and the Allies is to take back Moscow and get Russia back in the war.
-The goal of the Soviets is to control of all of Russia and spread their influence if possible.

The Soviet Russian Republic is a new power. This new power follows the same turn phases as any other power and can purchase units and collect income from territories it controls and national objectives it completes. Soviet Russia’s capital is Moscow. Soviet Russia’s turn occurs at the end of the round after the USA and before Austria-Hungary. Soviet Russia is at war with all the Allied powers. For simplicity, the Soviet units use the red Central Powers chips and Soviet Russia is treated as a member of the Central Powers but with certain limitations regarding the movement of its units.

Per treaty of Brest-Litovsk, the territories that make up “Outer Russia” (Livonia, Poland, Belarus, Ukraine, Finland, and Sevastopol) are ceded to the Central Powers. Soviet Russia must also recognize and respect the sovereignty of Persia and Afghanistan and Soviet land units cannot enter any these territories. The Central Powers also recognize Soviet Russia’s claim over the territories that make up “Inner Russia” (Karelia, Moscow, Tatarstan, and Kazakhstan) and cannot enter these territories. Soviet units can never enter a territory that was originally, or is currently controlled or contested by the Central Powers.
Soviet sea units can move through sea zones with Central Power but are not allowed to end their movement in any sea zone with Central Powers units. Soviet sea units are hostile to Allied units and are subject to the effects of sea mines of any Allied power.

Contested territories: If the Central Powers and Russia contest any territories in Outer Russia when the revolution occurs, the Imperial White forces there remain in combat with the Central Powers. They are allowed to retreat to any adjacent territory still controlled or contested by Imperial Russia on their turn of course per normal combat rules.

Since Moscow becomes the new Soviet capital and was never captured by any power through a combat, it does not count as a victory city for the Central Powers. When Imperial Russia takes back Moscow, this does not count as a victory city for the Allies.

The Revolution only happens once per game. If the Imperials have taken back Moscow, and are losing the war at the end of their turn and the conditions for Revolution are met, then no Revolution would occur.

While Soviets have Moscow, the Allies can capture and collect IPCs for Russian territories that they control, including Romania and Serbia. Once Moscow is back in Imperial hands, then all original Russian territories controlled by the Allies are reverted back to Imperial Russian control, including Romania and Serbia.

In the event of an Imperial victory, the Soviet Power is still in play and any remaining Soviet forces will remain on the board and participate. Imperials will collect any unspent IPCs left in the Soviet bank.

The Soviets do not need to control Moscow for a Central Powers victory in the game.

Design Note:
These rules do not simulate the Russian Republic of 1917, or any of the minor factions such as the independence movements, the Green armies, and the Black Army.

Victory Objectives & Victory Tokens

Once a victory objective is achieved, a victory token will be awarded, the side with the most victory tokens at the end of the day wins the game. Victory tokens are awarded immediately upon completion regardless of when, or how the objective was achieved. Also, a token can never be taken away once earned, and they may never be awarded twice for the same objective. It doesn’t matter which round the game ends, however, a win or a tie can only be declared at the end of a full game round.

Tournament Rule: On top of any victory tokens earned during each game, teams that win their game outright will receive a free victory token, and teams that finish a game without allowing a victory token will receive a free victory token.
New Research & Development Rule:

Research rolls are no longer used to develop breakthroughs, instead, nations are awarded development rolls when victory objectives have been achieved. Once a victory token is gained, the nation with the corresponding (*) instructions listed with each objective will choose a breakthrough chart, and make a free development roll with the resulting breakthrough taking effect immediately (may not effect units already in battle during the turn in which the breakthrough was rolled). Any breakthroughs gained by the UK regardless of which side of the map a token was achieved will effect all UK purchases and all UK units on the board.

Breakthrough Chart #1

Heavy Artillery
All artillery now support up to 2 attacking infantry and/or mech infantry each

Rockets
Each operational airbase may launch a rocket at an enemy facility up to 4 spaces away, roll 2 dice per rocket and apply the highest result for damage.

Jet Fighters
All fighters now attack at 4 or less, and defend at 2 or less when escorting or intercepting.

Long-Range Aircraft
Maximum movement range for all air units is now increased by 1.

War Bonds
During the collect income phase, roll 2 dice and collect IPCs in the amount shown on the highest roll. (For UK war bonds, Calcutta will gain IPCs from the lowest roll, London will gain IPCs from the highest roll).

Blitz Tactics
Mech infantry now attack at 2 or less if paired with a tank as well as artillery, they may blitz without tanks, and they may tow 1 artillery unit each during the non-combat movement phase.
Breakthrough Chart #2

Super Submarines
All submarines now attack at 3 or less.

Anti-Aircraft Radar
All ainti-aircraft fire from AA artillery, or AA guns built into facilities now defend at 2 or less.

Improved Shipyards
Battleships, Aircraft Carriers, and Cruisers are now 3 IPCs cheaper, and Destroyers, Submarines, and transports are now 1 IPC cheaper.

Mass Production
The mobilization capacity of all production facilities has been increased by 2. Also, you may remove 2 damage markers for the price of 1.

Super Carrier Decks
All aircraft carriers may now carry up to 3 fighters and/or tactical bombers each.

Heavy Bombers
When attacking during a battle or a SBR, roll 2 dice for each strategic bomber and select the best result.

+1 Damage - if the strategic bombers rolling for damage have departed from an operational airbase.
+1 Damage - if the strategic bombers rolling for damage did not encounter an enemy interceptor.

I like your starting setup because it is flavorful, thoughtful, and sane, but there’s no way it favors the axis. If you are ever near San Francisco, I would bet $500 that I can beat you with this Allied setup (as in, I play the Allies every time) in at least 2 out of 3 low luck games.

It’s horrendously overpriced. Why would anyone buy that instead of 4 Whermacht Infantry? It needs an extra ability, such as the ability to soak hits (several, at that price) like capital ships.

No, you should not buy that Blockhouse if you want to win the game.

What is a Blockhouse ? Infantry + a concrete bunker ? In that case it should cost 3 IPC + 1 IPC for the concrete, a total of 4 IPC, and defend on 2, and take two hits to kill. The whole idea with a bunker is protection. All units that are protected by armor or concrete are hard targets that absorb hits, or negate hits.

And what is a Fortification ? Is it a heavy artillery gun in a casemate ? In that case it cost 4 IPC for the gun + 1 IPC for the concrete, a total of 5 IPC. I think it should defend on 3 or less, and for sure take two hits to kill.

Anyone tinker with the setup, in order to make the game less linear?

We’re finding  that G1 and J1 pretty much open the exact same every game, decimating allied navies then G going heavy armor.

My buddy has come up with an interesting house rule which we are going to try out next time.  Its a bit complex, but in a nutshell the setup is kinda “Risklike,” in that you alternate unit placement.  Each county has so many IPC’s to spend and you can purchase and place what/where you want; with limitations of course.  You cant just place crap randomly all over the place.  You’ll need to start in countries controlled a the start and adjacent sea zones.  This gives players the option to go heaveir navy or air, or whatever.

I know, it pretty much takes away from historical accuracies, but thats alright.  The idea was to change the opening setup, allow for new strategies and make the game a bit less linear for us.
