However, if Japan declares war on the UK and/or ANZAC, the USA is free to declare war on Japan on their next turn, correct? It is just for Japan’s current turn that they are not yet at war with the USA or the French and therefore can ignore their units, right?

If Japan can ignore France by not declaring war, is there any other trigger other than the Jap capture of FIC? Basically, can France declare war after a certain point if they are not at war with Japan?

I believe France and Japan can declare war on each other whenever they want; however, I don’t think France can really declare war after Paris has been captured, though I have actually never actually heard an explanation of that one so it’s rather interesting…

They can declare war on each other whenever they like, with no repercussions. A power doesn’t need to control its capital in order to declare war.

Ok, thank you for the clarification. So, just for absolute clarification, a declaration of war on France by Japan does not count as aggression for the US to be able to declare war on Japan, but according to the Alpha 2 rules, it does negate the 10 IPC Japanese NO. Those two things are distinct, correct?

They are distinct, but a declaration of war on or by France will not negate Japan’s NO. Only an invasion of French Indo-China (or one of the other conditions) will do that.
