Scenario B would be correct. The rules specifically say that while it is legal to onload troops onto friendly transports, they must onload on your turn, and may only be offloaded on your next turn. The U.K may not offload the troops for you or you may not hop scotch using a transport.

WGR has 3 fgt’s on it. There is an unescorted trn in the zone, if I attack it with ships, or planes, (with the exception of subs) it’s my understanding that my opponent can scramble, right?

Any naval battle occuring in the seazone presents the opportunity for a scramble, even an unescorted transport landing.
