So if I play a single Europe 40 or Pacific 40 game I must use the setup that is on top of the faction’s boxes.
If I play a global 40 game I must use the Global 40 setup alpha 3.9 version, correct?

Not really, Alpha3.9 is way outdated, as it was the predecessor of the official Global 2nd edition ruleset.

Of course the Soviet units die - they are cargo.  Germany need not declare war on the USSR in order to attack UK ships.  The Soviets take their chances when they board a ship that’s in danger of being sunk by an enemy.

That one is not a true NO of course, but it’s from part 3 of the preview by DJensen. Krieghund also confirmed it by saying it won’t be in the global game.
