TripleA hasn’t been designed to enforce that particular rule (unless there’s a newer engine out).
According to the carrier unit description, “During noncombat movement, fighters and tactical bombers may use their remaining movement to move into sea zones with carriers in order to land on them. Carriers may also move, providing that they didn’t move during combat movement, or participate in combat. In fact, a carrier must move if it’s able, or remain in place, in order to provide a landing space for an air unit that would not otherwise have one.”
If you don’t have the rules handy or they seem ambiguous, you can ask in the G40FAQ or maybe in the “AAG 40 League” sticky for Gamerman to answer.

If I’m correct, you can either adjust your noncombat movement accordingly or (if you would not have conducted the attack having known that the carrier would be obligated to pick up the fighter) you can simply call off the attack and return my transport and your fighter to the board.

The Soviets must attack a Japanese controlled territory that borders Mongolia (while Mongolia is still neutral) in order to remove the possibility that the Mongolians activate as Soviet units. I believe that attacking Korea also counts as of Rev 2, despite not bordering Mongolia. The Soviets can still declare war, attack any other Japanese controlled territories, etc. without nullifying Mongolia.
Japan activates Mongolia for the Soviets if it attacks any Soviet held territory that borders Mongolia.
If you didn’t intend to activate Mongolia, you can redo your turn and edit back the Yunnan battle to it’s original results.
