In Europe 1940, does the US start off w/Major IC’s in C. US and E. US or minor UC’s? If minor IC’s where does it say that in the 2nd edition rulebook. In Global, does the US start off w/minor IC’s still?

They start with major ICs in Europe 1940 and in Pacific 1940.
Minors that automatically upgrade to major when at war in Global 1940.
