they are called litko pieces, and the sinking ship ones in specific are meant to represent something called Churchill Block ships the brits would sink old ships around scapa flow to keep subs out.

Its a felt map from Hotz artworks (its a site where you can buy them) there were other options that was sea blue there was also sea blue grey and river mats that were pretty good to.
