sorry to point this out so late, but it appears that america has been inappropriately collecting the Phillipine NO for many turns (perhaps since the beginning of the war, I haven’t traced this back yet). america only has 20 ipcs of NO without the Phillipines and Paris.
at most this is 20 ipcs, I need to track what was collected each turn.
I never collected the PHI NO, I just have African territories and sometimes I had Indonesia territories. Check it.
