@alan-adair no you can online built major complexes in territories you own from the start

@cornwallis thank you it was unclear in the rule book if it was just from the beginning of your turn or if you have to start with it

Also bc Japan starts with the Chinese border but there still Chinese can Japan place a major complex on that one that’s worth three?

@alan-adair Korea is the only place Japan can place a major. All the chinese ones they start with are “Originallly” chinese TTys

@alan-adair Perhaps this quote from page 8 of the Europe Rulebook will help:

When the rules refer to the “original controller” of a territory, they mean the power whose emblem is printed on the territory.

Also, I assume you’re playing 2nd edition? In the 1st edition, the restriction that a major IC can only be built on an originally controlled territory does not exist.
