In Global Russia do not get additional soldiers from “the east”. That’s changed into the 18 stack infantry near Japan border.
In Europe only - I don’t know.
I think it is really un-balanced to don’t receive the 18 infantry but only 2
actulley its three stacks of six in 3 diffenerent spaces. :-D

In Global, the answer is no.
You don’t get them at all in Global. You don’t get them in Europe if you don’t control Novosibirsk in the Mobilize New Units phase.

You have Kriegs statement above. He’s more of an authority than the rulebook.

The Rulebook states that the Global Political rules replace the Europe and Pacific Political Rules (with the exception of the Europe rules on neutral territories). The Novosibirsk rule is in the Europe Political rules, but not in the Global Political rules, therefore it does not apply in Global.
As for placing those reinforcements in the Europe game if Novosibirsk is not under Soviet control, you cannot place new land units in a territory that’s not under your control.
