Situation: France has fallen to Germany

USA lands on French Morocco
a) There are French Troops there - do the USA place a Roundel and begin collecting income ?
b) There are No troops there - do the USA place a Roundel and begin collecting income ?

Regardless of whether there are French troops there, as long as you’re talking “French” Morocco, it will stay French until the Axis conquer it. The only way the US can ever own it, is to capture it from an Axis power that had first captured it.

Evolving Situation:  Later France is liberated so the USA roundel is removed and control / income becomes French again, however there are both British and US troops ( no French troops) in say Southern France at the time of French Liberation.

Who gets the control of Southern France which contains both British, and US troops and a French Roundel?

Regardless of which Allied troops are in Southern France when France is liberated, and regardless which Allied power holds it at the time, control immediately reverts to France. So any cardboard roundels are removed, leaving only the French roundel that’s printed on the board. So France still has Southern France, even though it has little use for it.

This very situation is often a reason for the US and/or UK not to liberate France - or at least, not to hurry doing so. First, if they lose it again to Germany, the Germans will collect the French income. Second, before they liberated France, the other Allies (especially the US) could use the factories in Normandy-Bordeaux and in Southern France to produce much-needed units on the spot, and they lose that option (plus the IPC income) once those areas revert to France. So think twice before you rush in to have that triumphal march down Champs Elysees!

Yes, if there is a possible scramble there. Is probably a good idea sometimes.
If you are landing a unit amphibiously, yes it would take the territory unopposed. But you have too clear the Sea Zone first, of course. You fail and the unit stays on board.

The only thing I don’t like about Japan building factories on the mainland is if the game is going good for Japan, and once they eliminate China and India and any Russian threat, those factories become almost useless because Japan now has to branch out to sea.
Yeah, you can still use them, like to build transports to load up the existing land troops, but most of the naval production seems to happen at Japan itself. Plus, unless your navy is spread out, then you will have defenseless transports all along the coast. Then again, I guess if it is going that well for Japan then they can afford to “throw away” a few transports in order to get men on the islands or on Australia.

Wheatbeer is correct.  Since Kamikaze strikes occur at the beginning of the Conduct Combat phase, any attacking air units are already in the air.

On the subject of convoy disruption, here’s a quote from the 2nd edition Rulebook:

There are three conditions that must exist for this kind of attack to occur:
1. The sea zone must have a “Convoy” image,
2. The sea zone must be adjacent to one or more of your controlled territories, and
3. At least 1 warship belonging to a power with which you are at war must be in the sea zone. (Any ships in the sea zone that belong to you or a friendly power will have no effect on convoy disruption.)

Convoy attacks on “Convoy” sea zones are conducted in the following manner.

Each enemy warship (except for aircraft carriers) and carrier-based air unit in the sea zone might cause the loss of 1 or more IPCs from your income for the turn. The owners of enemy battleships, cruisers, and/or destroyers rolls one die for each such unit, and the owners of enemy submarines and/or air units roll two dice for each such unit. Any rolls of “4” or higher are ignored. The results of these rolls that are “3” or less are totaled, and the resulting number is the total convoy damage suffered in the disruption. However, this number might be limited. Each disrupted convoy can’t lose more IPCs than the total IPC value of your controlled territories adjacent to the sea zone. Also, no single territory can lose more IPCs than its own IPC value from multiple disrupted adjacent convoys (for example, Japan cannot lose more than 8 IPCs from disrupted convoys in sea zones 6 and 19). After these limits are applied, the final total is subtracted from your income for the turn.
