Also, unless you declare war on the allies on turn 2 on your plan, india will block you anyway so he really wont need to turtle. The idea is to trick the allies in that it is business as usual. If japan got straight for india turn 2, then it becomes 100% clear that Japan is giving up the pac and so the US will start dumping in the atlantic while UK turtles egypt harder.
Japan may be able to take any IC that the UK has/builds in Africa/Mideast. A Japan that does a J4 along with sending its entire fleet into the Indian Ocean to take Egypt is tough to beat along with a successful German G1.
Each airbase can only scramble 3 fighters. If you have more than one sea zone serviced by that airbase, you have to choose from the 3 planes which ones go to which sea zone. Yes, you can split them up if you want to (2 to SZ 109, 1 to SZ 110, etc.).
