I don’t see how it’s possible to evacuate the general from Finland without building up it’s navy, which is costly. Sweden has it’s hands full just defending what it has right now.

You have to build up the Swedish navy in that case, that’s right. But where else do you want to expand with the Swedish? There are 2 cases:
You forced me with the French navy not to go for Sweden - so Sweden can do whatever it wants. But it has to cross the sea … to Prussia, to Russia or to England. If England goes for Sweden you may be right that Sweden should invest as much as possible for it’s army at home.

Yes, because convoy zones dont work like territories.
If Sweden takes the convoy zone, it gains nothing. Prussia just has to take it back in time and doesnt even have to stay there to get the income.

Ok, here follows the explanation of convoy zones and national objectives. On this map you have to understand both.
Convoy zones:
A convoy zone gives the named income only to a specific nation. If another nation gets the convoy zone, it wont profit directly from it, only its opponent gets less.
National objectives on this map:
There are some really big convoy zones (especially for Spain, but also for England and France). They get reduced by national objectives. Each year you have a general negativ objectiv, no matter what you do with those countries. The reason is you should have a motivation to fight for those zones.
Example:
Spain has a convoy zone of 14 and a national objective of -10. The convoy zone gives you a plus to your normal income from land territories of 4. But if you dont hold it, you will suffer a lot with spain, as your land income gets reduced by 10.
