I’d say it depends.  If your various HRs are designed in a modular way, with each one intended to be a “use it at your discretion” optional extra to the game, then posting them separately would be a good approach.  If, however, they’re designed as a system, with all the HRs being intended to work together in a reconceptualized and/or rebalanced version of the game, then posting them together would make more sense.

So, talking about groups of things as a middle ground? I could definitely break these rules into chunks and discuss them that way. One way to do so might be:

Adding Cruisers to A&A Classic

Adding a pair of new ground units to A&A Classic

Adding optional National Advantages to balance differing skill levels to A&A Classic

Adding a new Heavy Artillery unit to A&A, Classic or otherwise

Adding Paratroopers and Cargo Planes to A&A, Classic or otherwise

Adding Special Forces Unites to A&A, Classic or otherwise

Adding optional rule for a Production Infrastructure fee to A&A, Classic or otherwise

A new take on rule for rolling for Technology in A&A Classic, and a new Technology chart

Something like that. I’m not saying that I’m the second coming of Larry Harris, or even the second coming of Max Michael (the credited author of Max’s Advanced Rules for Axis & Allies). I’d just like a second opinion on some house rules I’ve been working on.

I assume you are asking about a land territory. The answer would be no. When you attack a land territory, you attack all country’s units that are in that land territory. So if Russia attacks an Italian territory that has German units in it, then Russia just declared war on Germany.
Sea zones are different. In a sea zone, you can attack one power’s units while other “neutral” power’s ships will simply sit there.

Yeah, I’m not crazy about low luck myself. Sure, it can be a time saver with a lot less dice rolling. In some battles with certain numbers and types of units involved, you wouldn’t have to roll at all, just remove automatic hits. Eg: You attack 3 infantry with 6 tanks. The 6 tanks automatically get 3 hits which wipes the infantry out and the 3 infantry automatically get 1 hit so you remove 1 tank. You don’t even need a battle strip for that.
I still like the chance and surprise you can get from rolling dice for each unit. I will never forget the one game in which I was Germany and had 5 infantry involved in a certain attack. These were regular infantry, not artillery-supported, so they attacked @ 1. I rolled my 5 dice and what do you know? FIVE German crosses pretty as you please. Doubt that will ever happen again, but it was sure cool at the time.

Also, damaged battleships shouldn’t be repaired until the start of the owner’s next turn.  It’s stupid that Brition can damage it, America can damage it and Russia can damage it all in the same round and it doesn’t sink when normally 2 hits kills it.
