See I thought about changing Mongolian values to be a standard pro-Soviet neutral so each territory gets a value of one while the capital territory gets a value of two and then keep the original rules, that way, if Japan decides to get imperialist on USSR, they will gain their military, 7 dollars, and a spot to place a minor should they choose.

No the AAA’s ability to reduce aircraft attack power does not stack, but having two AAAs will allow you to reduce the attack value of up to 6 aircraft.  Also, the controlling player (attacker) chooses SBR casualties.

From our limited experience, one fighter usually isn’t enough to deter a SBR.  Remember that there are no longer any AA shots on attacking planes during a SBR so fighters are the only thing the defender has to inflict damage on the attacker.  If he chooses not to intercept due to escorts, the attacker will inflict bombing damage with no losses.  Escorts were used more to take hits from the defending fighters so the bombers would continue to do damage.  A territory defended by an AA gun and a stack of fighters is a hard target and usually not cost effective to bomb unless you have a massive air force.  Germany needs to use it’s full airforce if it wants to SBR England effectively.  Russia needs to actually build fighters or ask for allied fighters if it wants to defend it’s factories.

We could increase the max damage a facility could take to increase the potential damage of a SBR.  We’ll have to play more games with this to see how changes things.

This project is finished.  I left a link on the first post to the latest version.  All the rules you need to play are from 1940 or specified with the setup.  Countries like Poland are simply made pro–allies.  Although this is 1939, it is only suppossed to be a one turn rewind of 1940.  To faciiliate blitzkreig, Germany can take Poland, Denmakr, Norway, and Holland/Belgium before the Allies can react.  France is suppossed to fall turn two.

As for Russia, it can take all the territories you mentioned.  (See the politicial situation changes).  All other rules are left as OOB because I want this to be a generic setup that people can customize as they want.

Europe 1939 is finished, and I will get the Pacific and Global finalized soon.

During the SBR step in the combat phase of America’s 12th turn, they may use 1 American strategic bomber (including a Boeing Fortress) to drop an atomic bomb on 1 enemy territory within range of the chosen air unit. If the strategic bomber passes all air defenses (using same rules as SBRs) than that bomber will have successfully dropped it’s payload with the following damage: All facilities on the targeted enemy territory immediately sustain maximum damage, and the IPC value of the territory has now been reduced to zero.

Recently a few A&A.org members collaborated on a simple house rule variant called “Halifax Rules” in order to balance 1940 Global 2nd Edition in a way that is both fun and fair. These rules are based on 3 game mechanics which are a single economy for the United Kingdom, the creation of a small Commonwealth nation, and a 3rd production unit that may build up to 5 units. For a long time the G40 community has been looking for something universal to balance the game between the two sides. However, Larry Harris does not seem interested in addressing the problem, and the forum members can’t agree on which house rules to implement, so we always fall back and use the boring bid system.

Halifax rules offers something that players have been wanting for a long time, like freedom to spend the UK income where they wish, and with less restrictions. The idea of a Commonwealth nation has been around since to conception of the 1939 Variant Global War. Halifax is particularly special because Krieghund himself has called the project “interesting” and has even offered his own ideas to improve the set.

All I’m asking is to visit the thread, read the house rule, and give it a +1 rating if you like it. If you can find time to play test it and share your results with the rest of the community… that would be fantastic. However, all we need right now is your vote. If we can unite the G40 community around this, we could get sticky thread status, and hopefully an endorsement from Krieghund… this is our goal.

Here is the chart for special units we use. Note that most have a limit that can be on the board at one time. Most come from AA 1941, with the German Mech. Artillery being from Historical Board Gaming.
