I saw this move against me in a game I played and could not find a rule against it.
The USA tranny from P.I. dropped a guy in Celebes to claim the IPC and help the UK NO’s.
Is this a legal move guys?

If the US is at war and Japan controls Celebes, then yes.
If the US is not at war, it can’t move units into territories that don’t belong to it. If the US is at war, but Celebes is Allied-controlled (including Dutch), it can move units there, but it can’t take control.

If US lands in Celebes after the Japanese had captured it, who gets the money? Is it liberated for the Brits, or does it become a U.S. territory?
