Since China does not have a capital when one of its territories gets liberated by an ally who gets the territory’s IPC(s), China or the ally liberating power?

@LewisClark China gets IPC. Liberate = Return to China. So China gets IPC. China also never looses any IPCs stored, cause as you stated, No Capital.
