After one 1941 game it is clear to me that Japan starts with too many units, and is very hard to stop.
My first suggestion to rebalance is a simple one. Use the 1942 Chinese setup for the 1941 scenario.

The NO’s for the UK include controlling any territory originally controlled by Japan. For the 1942 scenario, are ‘originally controlled by Japan’ territories where Japan starts with a control marker, or those regions where the board indicates Japanese control. For example, the Phillipines in the 1942 scenario?

Correct, except that the defending fighters can’t hit the subs because there’s no defending destroyer.
The rulebook is unclear about subs and defending air. The destroyer rules say that destroyers allow air units to attack subs. It isn’t clear what the rules are for defending air, as opposed to attacking.
For instance, what is the procedure if a sub attacks a carrier with two fighters?

The decision of whether or not to submerge is made both sides before any shots are fired, with the attacker deciding first, so a sub can only attack another sub if the defender chooses to fight (or if there’s an attacking destroyer). This will be in the FAQ.
That’s not the way the rule is written. According to the manual, page 30
“Anytime a submarine would otherwise roll the die to attack or defend, it can submerge instead.”
Thus a sub attacked by another sub cannot submerge until after fired upon. A defending sub doesn’t roll until after the attacker does. Unless the manual is flat wrong. The manual mentions an exception for aircraft, but not enemy subs.

I’m very suprised that AA50 does not include a rule for the Japanese/Russia non-aggression pact.

I’d like to see better treatment of the game in a PC version. They almost did it once, but as I recall the last Axis & Allies PC version had no multiplayer support, which made it useless.
For those looking for something similar, I find Gary Grigsby’s World at War to be an excellent A&A PC substitute.

Last week, I miraculously managed to get three other guys together and play the revised edition of Axis and Allies. After 4 or 5 turns, the Axis controlled Leningrad, Moscow and Calcutta, and we called it a game. The Allied players weren’t terribly good, however.
Overall, a good time. I like the new changes, particularly the 3/3 tank.
