• Does anybody know are the Americans allowed to move their navy off the US coast before that income point where they can move to the pacific if they do so choose? I’m aware they can do escort duty but what about moving the whole navy (w/ loaded transports for example lol) up to Britain or adjacent to France or Spain before war is declared? That’s not allowed, right? Can’t find anywhere that it specifically says but I feel like it’s implied. Any thoughts on this?

  • @linkler
35 IPP: May move ships, build facilities and reinforce Pacific Islands. Ships must end movement bordering US land zones.
    From the US reference sheet

  • @trig hey I had seen that I was thinking that just meant in the pacific but I get it now, thanks!

  • @linkler @Trig

But that first sentence must refer to just the pacific islands right? Otherwise would it not be saying the USA can not build facilities before 35 IPP?

  • @insanehoshi I think that’s right. No facilities either …

  • @insanehoshi i believe this facilities mention is in regards to ON pacific islands… not regarding what you are allowed to do in home country. AKA no building a fortification on the Phillipines on turn 1 but upgrading a factory in San fran is okay or building a fortification on san fran is okay.

  • Note that the USA rules were changed in the Errata a while ago :

    Income-Determined Actions: (Page 2, Applied to v3.4)
Add: “US movement is very restricted in the beginning of the game. They can only move within their Home Country, until they reach a certain income level:”
    At 15 IPP they:
“May close Panama Canal. May lend-lease to Spanish Factions (only one Allied sender per turn) and nations at war with a Major Power. (page 2)
    At 35 IPP they:
“May move ships, build facilities and reinforce Pacific Islands. Ships must end movement bordering US land zones. May perform Escort duty for Allied Convoy Lines in the Atlantic Ocean within 3 sea zones of US Home Country.”

There are also a couple of clarifications in the FAQ :

Q: Is the USA able to upgrade its existing facilities before reaching 35 IPP income?

    A: Yes

Q: I am still confused about the USA limits on ship movement. How can US ships perform escort duty ‘within 3 sea zones of US Home Country’ and still ‘end movement bordering US land zones’?

A: You can non-combat move ending adjacent to US land zones.
Escort duty is a combat move. You are able to do that “within 3 zones of US Home Country"

No building facilities but allowing upgrades is ambiguous, because an upgrade is a building phase of a facility. With certain tech such phases could in theory be combined. So I disagree with the official wording on this one and would not allow upgrades. Why? Because USA was a pacifist country and there was no need to start upgrading its facilities while very much at peace. My suggestion; house rule this one.

  • The United States began providing weapons to Great Britain long before they were at war.

Our games always begin by upgrading facilities for the extra tech roll. That is pretty much what the US can spend it’s money on at first.

    @noneshallpass
Sure you could play by those rules but the wording is still ambiguous.
