Is there a limit to the total overall number of industrial complexes and AA guns that can be purchased in a game of Revised? The game of course comes with (12) of each, so are players limited to this total amount for a game? I believe the Classic game limits it to the 12 each. Thank you!
There is no limit. If you run out of pieces, you may use proxies.

You can use any object that you like (coin, button, slip of paper, etc.), as long as all players agree on what it should be.

Well, but they must eventually agree on something, or at least the game cannot proceed until then. Otherwise anyone that would have advantage not to would not agree (friendliness aside), thus the game would be substantially limited to the number of official pieces and chips available.
The point of agreement on how to represent additional units is that all players can easily recognize what each proxy represents in order to facilitate game play, and it should be reached before starting the game. Anyone who would use this to attempt to gain some sort of advantage is someone you should think twice about playing with.
