No. Air units have different retreat rules. They stay in the contested space until noncombat movement, then they move up to their remaining movement allowance (whatever movement was not used in combat movement) to a friendly territory or carrier. Also, air units cannot establish a retreat route for land or sea units.

Lets say I attack one German stronghold. I am Russia, and I attack from two places. To make it simple, suppose I attack with 3 infantry from each province (ie total of 6 infantry). Lets suppose I get my butt kicked, and lose 3.
I decide to retreat. Can i simply allocate my remaining 3 anyway i like in the original territories? can i put all 3 in one, or go 2-1? The rulebook does not treat the mulpile scenario situation

Yes, it does. All attacking land units must retreat together to one adjacent territory from which at least one attacking land unit came.
