Reinforce a contested neutral

Is it possible to reinforce and/or attack an activated neutral that is contested? For example, if Austria attacks Albania and Albania ends the turn contested, can Italy then reinforce and/or attack the Austrian forces?

As soon as they are activated, the Albanian units become Italian for all game purposes; they are no longer neutral in any sense.
