Transport withdrawal…

If a transport (with 2 inf or 1 arm) withdraws from a naval attack … is it allowed to uload the unit(s) if the SZ it retreats to has a friendly territory to land on?

I wouldn’t say that it would be NCM if the transport(s) use up all movement to get to the battale and then end up retreating from the battle (really moving 3 spaces).
