i would assume that you could, given that you might move other troops etc. into said territory.
This is going to hurt me, isn’t it? -

have not already moved their maximum movement,
are within their allotted movement range, and

they tacked the clarifications at the end.and yes, you may move it on a turn in which it started in your control…
an interesting side note, which may seem obvious to some, is that if you move one of your aa guns into an ally’s territory it remains yours… but if you liberate an ally’s territory which contains an aa gun it becomes that ally’s possession, not yours…
