Q about the new scrambling rules

if a land area is attacked by troops arriving by unescorted transports, and that land area has an airbase and fighters, can the fighters scramble to sink the transports before the land battle begins?

Yes.  However, being the attackers, the transports are not automatically sunk (unless they can’t retreat for some reason).  The fighters would get a round of defensive fire, then the surviving transports (if any) could retreat.

I’m guessing they’d have to retreat. They can’t unload until the naval battle is resolved, so the best they could hope for is a few rounds of poor rolls for the fighters.

Your guess is correct, Slacker.  They don’t have to retreat, but if they stick around they’ll eventually die.  They’ll never eliminate the defenders, so they’ll never be able to unload.
