Yes for sure, makes sense if you want to counterattack on your turn (if you are the defender in this situation).

It wouldn’t add any more territories that aren’t already accessible from zone 97, and it would put all of Italy in double jeopardy.

My bad. Italy goes after UK, so no can do defending G2 movements.

Also in your Europe game, turn 1 you downgraded the major French factory to a minor. Isn’t that a Global rule, and not a Europe one?

The rules for scrambling specifically state that you may only scramble if combat is occurs in the sea zone surrounding the island with the air base.  This combat may be either a straight naval battle if defending naval units exist in the sea zone or just an amphibious attack launched from the sea zone if there are no existing defending naval units.
