With the exception of Subs and Transports, which cannot block enemy movement by themselves.
India has fallen and the British are out of the game except for one sub. There is an ANZAC guy in Malaya. Can ANZAC or Allied forces build a factory there and produce out of that factory.

No. UK still controls Malaya. If Japan captured Malaya, then another Allied power recaptured it while Japan still held India, that power would then control Malaya and could build an IC there.
