IPCs off the tracker

Are you limited to the amount of IPCs that you can claim per turn to the number on the tracker (40, I believe), or if you control more than 40 IPCs on the board, do you get to take all of them?

There is a usefull IPC chart available for use at the website  I Will Never Grow Up.  If you scroll down a bit and look for a APPS logo on the right side it will take you a spot that you might find helpfull.  The chart goes up to 104 and you can move the countries markers around. I use that a lot.
