I just looked at the rules and they say the zone has to be cleared of units. So I answered my own question.
Cleared of units for what?
To continue with the amphibious assault.
If it starts with just subs and transports, you can ignore them.
Is Japan amphibious assaulting Korea?
You can ignore them if you are just moving through. If there is an amphibious assault (or you just end your movement there) then I there is a battle. At least, that’s how I read it.
Now I have 2 questions. If unescorted transports try an amphibious assault and the defender scrambles, can the attacker retreat or are the transports all sunk?
Con you scramble against shipped parked in your waters if they are not conducting an amphibious assault, or is the latter required to for a sea battle first?
