Latin America Expansion Heavily Favors The US?

The US, Germany and Soviet Union can Align certain nations in Latin America without needing to be at war with a major power.
In 1936 start date, if Germany aligns a nation, the US could just activate Monroe Doctrine and capture it. Giving the US even more IPCs with no trouble since Germany can’t really reinforce it.
Doesn’t this heavily favor the US since they’re going to be the only ones aligning nations before the war with no penalty?

The expansion should favour the USA as in the base game aligning the latin american nations are only a USA ability anyways.

@mike141500 That is only one feature of the expansion. I believe it favors the Axis, overall, but not enough to consider it necessarily unbalanced.

@mike141500 they would be safe until Germany goes to war, at least. We had a game where Germany aligned Argentina super distracting for US kept them busy for 3 or 4 turns where they could’ve been using their stuff to fight in Europe
