Logic dictates that “Fly over” applies to combat and non-combat movement.
Rules and reference sheet discrepancies

I found that the strategic naval movement in the rules has Great Britain at capacity of 4, but the reference sheets for the UK, FEC, and ANZAC have it at 3. Free France also doesn’t match. Which is correct/takes precedence?

I think that is one for the Errata to clarify.

@captainnapalm Do you mean FF doesnt match France’s? I think FF not having a strategic naval movement is intentional.
