It is one of the golden rules in designing, that rules are intuitively written. Generalization of concepts leads to faster game play and less discussion and looking up rules takes away from gaming time and enjoyment.
Commonwealth Xtra Cash (Dutch Colonies and Wartime)

Commonwealth can divy up dutch cash and/or wartime econ cash, but when should this be done? Upon receiving the IPPs or should the xtra just be set to the side and then divy it up when spending. If it is set to the side what happens if London falls, are the Dutch and wartime IPPs destroyed as well. Wasn’t sure what would make the most sense. Any thoughts, thanks.

I think you just toss it in a pool that can be used by any commonwealth nation during the production phase of the game.

For Wartime Economy, the v3 rules specify that « Each turn during its Place Units and Collect Income Phase, the nation rolls 2D6… » and « British Commonwealth may divide the money each turn… » (rule 7.8 & Global War Tech Sheet v3.0).
« Each turn » must mean the same in both sentences, so if you do it by the book, you would divide it between Commonwealth members during that same phase, not set it aside as a pool for the next purchasing phase.
However, in a friendly game, I would probably let the Commonwealth player redistribute the Wartime Economy as needed for purchases to speed things along.
