That’s a good point. I brought it up in the League discussion thread and we can ask gamerman to make a mod ruling decision, but I did find a couple posts in the Rules Discussion that clarifies the intent of the designers. This is probably a case where fan-made rules don’t get quite the rigourous editing and polish as the base game (although, to be fair, there are plenty of errata in the official published games!)

More clarification from the Rules thread:
Seems to be intended that you can carrier scramble to Any Unit in a territory battle (not sz), not only Land Units.

Is it intended that you can’t scramble to land where there are air units only?

You can scramble to a land territory that contains only defending air units. Any defending units at all enable the scramble.

Indeed, they’re whipping out the history books to study the guns of Ticonderoga, and how can we slide these ships up onto the shores of Albania. Maybe splitting them up into 7 or 8 sea zones is the way to go 😂

I will say if I was playing PtV low luck I can’t imagine Axis would get a bid. I would definitely want a bid to play Allies. I believe with a 0 bid you can be at 100% odds for Sealion on G3 with a naval buy G1 (CV, DD, tp) and 11-transport buy G2.

That’s with UK bringing the Gibraltar + Malta fighter back and building 18 infantry + a fighter for London.
