GrandMaster, Calvin is correct. When a capital falls (Rome), its allies (Germany and Japan) are unable to take control of any of those (Italian) territories. However, if an enemy takes control of Italian territory, then Germany and Japan would be able to take control by taking those territories out of Allied hands.
It’s the same reason the Allies can’t take control of French territory after Paris falls on turn 1. As soon as an Axis power takes a French territory, however, it is then available for any Ally to take it over and control it. Same rules.
Thanks for the help. We went with this this is in the game as well. It just seemed like a silly rule in this particular situation. Nearly all of Africa’s income dissappeared even though German troops could easily stand in those territories undisputed.

came up late in a recent game. Italy had taken most of Africa, then US swooped in and took Rome. Italy didn’t have hardly any forces left in Africa and was wiped out by UK. Germany had already finished off USSR, but could not get the income from Africa for the Axis because UK refused to take back over the empty territories. UK knew that Germany was waiting nearby by to retake Africa. It just seemed wrong that a superior Axis force could not get the income in Africa or formerly neutral territories just East of Italy. Germany was hoping to forget Rome since US built a Major IC there and was pumping 10 infantry a turn into it.

This question would be easier asked with an example I think:
If Rome is under the control of the US and Germany enters Northern Italy that is still under Italians control but currently unoccupied, does the value of North Italy switch to Germany since Germany is the only one occupying it? What about if Rome is under US control and Germany enters a formerly-neutral territory such as Greece that is currently under the Italians control but unoccupied? Does the IPC value of the territory switch to Germany since they are the only one’s occupying the territory?

I think that the Allies definitely have an easier win. They can make a few mistakes and get away with it. They just have to take a beating for a few turns, not lose too much ground, and then start taking it all back. I think the problems is that we are comparing apples and oranges here. The Axis have a very different task. If the Axis haven’t gotten a higher income by about turn 4 or 5, then the game is over imo. @Stefano1189:
Each sub cost 6 IPC which means 2 less infantry\or 1 tank on Russian front, for what? To build a thin naval wall? The Luftwaffe is vital and it’s too small to fight on Russia, Normandy and North Europe ( not to mention Africa). The Americans will come with 8-10 warships, 2-3 destroyers, 1 AC, 2 ftr, 1 BB, 1 Cr… the subs are useless.
I disagree. The subs are cheap and they attack at 2. If positioned right they will always get the attack on a US fleet headed to Europe. By the time the US builds up a fleet the size you are talking about Germany should have 6 subs, easily, plus the remnants of their fleet from killing off the British fleet, plus a bomber. Subs are cannon fodder that attack at 2. Sure, if the US pours all of their money into an Atlantic fleet, they will eventually win, but not before Germany and Japan can wipe out USSR. At this point Germany will have an income to rival the US plus the advantage of the US coming to them.

The Axis have to take as many IPC’s and NO’s away from the Allies as soon as possible. I have played the Axis a couple times now and the key is concentrating forces to knock down a power at a time and take away their NO’s before DOW on another. Japan has to move as fast as possible to take China out, then focus on taking those 4 islands away from UK. Germany has to take out France, then focus on USSR so it can start getting the russian city NO’s. If both Axis sides push in towards Asia, and play defense on the other sides, they can win. Germany plays defense by taking out Atlantic allied navies within distance of Europe. The distance between US and Europe means that Germans can buy cheap subs and lay back and wait for US to come in striking distance then counter back with subs higher attack value. Mix a few planes in and the US will have a lot of ships at the bottom of the atlantic. All the while they can focus cheap infantry and artillery units east towards USSR. Don’t let the German tanks get killed, always provide lots of cannon fodder.

I’ve never had success attacking with Japan in the 1st turn in either pacific or global. I focus all of Japan’s efforts on eliminating China. About that time the US & UK come into the war and I stay focused westward with Japan until I take Calcutta. UK player is usually buying nothing but infantry and playing defense. By the time I get to Calcutta They are usually sitting on 20-30 infantry + tanks and planes.

RE: Tech question
I’m currently playing a game which we borrowed some house rules from the previous poster in this thread. We are using tech tokens for 5 IPC’s each, but you can only purchase as many tech tokens as you have Victory Cities. You can purchase tech tokens, but may not take the rolls unless you are at war. So to start out the game Germany could buy 2 tech tokens. If they fail that first roll, then the next turn they could buy 1 more if they had taken out Paris. If not then they could only keep using the 2 they had left over from the previous turn. This version has taken away a lot of the luck aspect of tech which is nice. It also limits the amount of tech you can roll a turn so no power has an excessive amount. Small powers also have a harder time getting them.

It does seem to me that the Axis are at a disadvantage in the game. I have yet to see a win as the axis, but I don’t think it’s impossible, even if the Allies are playing well. What I am seeing is large amounts of troops being bought for Calcutta, London, and Russia. I think that the Axis require much more thought to win with. The Allies can basically play extreme defense until the US gets into it. The Axis need to be not only very aggressive, they also need to be moved and attacked with near perfectly. I’ll get it though.
