It’s not as easy as you might think. Come on over to http://triplea.sourceforge.net/mywiki/Forum and check out some of the map mods for the TripleA engine.
You can hop on over to the TripleA site and download/install that game engine. You can get a feel for rules, etc. from some of the maps you can download.
Also, feel free to hop on over to the TripleA forums for tips and help.

For one, I could not seem to find any of the map files (such as ‘basetiles’, ‘relieftiles’, ‘games’, etc.) that are a part of the default games (which I believe there are four of, including Big World 1942) that come with the TripleA client.
When downloading maps, they are saved in the same location as the savegames (the user folder) rather than in the application directory. For instance, on my Win system, they are in C:\Users\username\triplea\maps.

Speaking of risk, why not put that, Chess, Checkers, etc in there too? That would lend credibility to the idea that it’s a gaming platform, not Axis and Allies clone designed to steal money from Hasbro/WoTC/Larry.
Actually, there are tic-tac-toe, a chess variant (King’s Cross), and a tile slider game bundled with the engine.

You’re trying to create a unit that’s not allowed in the game. There are certain combinations of unit attachments that aren’t allowed, specifically you’re trying to create a sea unit that is also AA.
Here are the general rules:
if Sea, you can’t be AA, air, factory, strategic bomber, carried by a carrier or transport, or marine.
If Land, you can’t be bomber, sub, carry anything (carrier capacity or transport capacity), bombard.
If Air, you can’t be sea, factory, sub, AA, transported by a transport, transport other air, blitz, bombard, or marine.
I’ve been kicking around the idea of changing some of this (e.g. have an air suppression sea unit), but it’ll be a while before I can get to that point.
