What balance issue? Have you played/simmed ten thousand games and noticed one side has an advantage over the other? In the few dozen games I’ve played in, with NOs and Tech, the axis and the allies in AA50 seem to be evenly matched.

RE: Lets talk Bunkers/Pillboxes
I like the idea of a pillbox with no attack nor defense value, affects infantry defense value, and take two SBR hits or two shore bombardment hits to take it out. Damaged ones still function, and are repairable. I don’t think it would be a good idea to bind them to the IPC value of the territory they are residing in.

If France, Poland, Austria-Hungry, and Greece are in the game, then Germany and Japan get two turns each in the first round as the aggressors.
