The subs aren’t valid either way. Without a Destroyer in the seazone the FTRs cannot attack the sub so it is FTRs on the surfaces ships only. Subs can’t shoot aircraft.
Can subs attack land?

Well, can they? I have searched the rulebook for AAE, but have not found anywhere that specifies if subs can attack land or not.

i’m sorry to say this has to be one of the dumbest questions i have read so far. if a sub has no defense to air planes how in the he!! are they going to attack land. and no torpedos don’t fly. and no there were no ballistic missile subs at the time.
